I do not necessarily see a need to ban people just because they take bricks without permission. If people host [publicly], they run the risk of their build(s) being saved. Now if the thief claimed to have built it, then I would see the need. :x
But please do explain your motive to ban somebody for this reason.

I appreciate it when people have the decency to ask me before hosting stuff that is mine if I am hosting it publicly, even though they could just ignore me and host it anyway. It is simply polite to ask.
If my neighbors have an expensive car that they park outside in their driveway for the day to show to friends, that doesn't just automatically make it okay for me to run into their yard and drive off with it just because "i can" or "they gave me an opportunity". There is a reason why taking stuff from other people is a crime in real life, even if you don't claim it's yours.
