I agree that the rules are from time to time not enforced enough, but I don't think that there is anything that can really be done.
It's for more the most part fine the way it is though, but I really have to agree with you on the Adult Content thing. I don't see alot of sense in posting pictures of 95%-naked cartoon people/animals on a building game forum, although of course it's the Off-Topic section for a reason.

By the way Badspot has banned a couple people in that topic for trolling it, mostly Lord Tony. If he found the topic to be infringing on the rules I'm sure he'd remove it. + What do you expect walking into a topic titled "Hot Anime Girls"
