Have you ever played Fallout 3?
Operation Anchorage is a DLC where the character goes through a simulation based off a battle that occurred during the war that caused the fallout.
In other words, before the bombs fell, and not actually during Fallout.

He never specified the time period he wants Alaska to be in. Nor did he tell me if he wants it to be an actual map or a virtual reality.
