Delete some of the twelve-point-five quintillion add-ons you have.
If it's going to fast with just default add-ons, then there's your problem.
Otherwise, it's because you have far too many background programs running, or because you went to a site that gave you a virus. Run a scan, as the virus may or may not be causing the issue.

windows 7 has dx11 too, and runs faster, i just dont like vista, it uses a lot of ram, and it's slow, on my old laptop i downgraded to xp and it was a lot of difference, same while upgrading to 7, even some games require minimum 1 gb of ram on XP and 7, while on vista they require 2 or more.
