Nobody can join server

I tried making another one of my servers, my friend attempted to join and it wouldn't work. It cant be port forwarding, because it worked before, for as long as I have been playing block land. I checked the console, it doesn't see him connect. When I wen't to change the IP thingy at the advanced settings, it was automatically at 28100, and has been like that. I tried setting it to 28000, didn't work. I never needed to port forward, but when I have tried it didn't work.
