The next character should be Freerunning man, he can run and grab onto ledges and jump on buildings and continue running, and when you push z he goes into ragdoll mode, and when you push z again he goes back to normal.

That's far too different, and too much functionality. The point is you basically can't move without a vehicle. A character with no vehicle at all would never work in this game.
I want a unicyclist, but that's too similar to Segway Guy. Maybe Scooter Kid? Making a new character takes a lot of thought.

He'd have weak legs or something, and would only be enabled on maps that enable him

Every character needs a vehicle. No character can actually walk normally. Just how the game is right now. Weak limbs would contradict freerunning, he'd be either the most useless character in that case or the most cheating character in the case he's more normal.
