Will not allow me to do anything.

Well there are 2... An ARRIS and a CISCO...
I do believe i am plugged into the CISCO one...

Alright Step 2:
Press the Start button and type in CMD. Select that program. Once opened, in the console, type in ipconfig. Find the number next to IPv4.
Go to your web browser and paste that number in.
Tell me if you get this far...
