Fursuits are made from styrofome.

Only the head is made of foam (maybe also stuff like leg padding or big toes or something idk), and only if you choose to make it out of that compared to many other materials

Probably not easily available from someone for a commision, but if you can think of a way to do it there's no limit to what you can do. I've seen videos of animatronic wagging tails, closing eyes, and twitching ears.
Inflatable/Deflatable would be difficult but something really poofy looking would be easy
