there's always going to be a rulebreaker, it would be incredibly difficult to have everyone follow the rules.
besides, why do you want everyone to follow a set thing of rules instead of running their server how they want? granted, they shouldn't be throwing stuff at everyone, but why should everyone have to follow a set thing of rules for their server?
rules on the forums are good, forced rules for everyone in-game are not.

Also, server hosts can do whatever the forget they want, it's their server. You can't govern an online game. Lock this and delete the OP.
