You can't moderate an in-game chat. People always find ways to work around filters. Its very easy. And its the nature of the Internet. The person responsible for moderating the server chat, if anyone, is the host. Most hosts don't care, and they have no reason to.
I recommend hanging out with the right people online, or hosting private servers with friends if you find it a problem.
Its just words. We all know of them. Pretending they aren't there doesn't mean much anyway.

In Blockland you either get crap yelled at you or you stand up for yourself and you toss crap at them, unless you turn on the chat filter that is or you leave a server.
TLDR;Life is tough even on a building game, DEAL WITH IT.
