When you get perma banned it's done by adding your IP to a blacklist to keep you from logging in. Even back-up accounts will not work because you would be using your IP. Using a proxy sometimes works but rarely and it isn't easy to find a good one. You would have to use a new computer that has never been logged in under your name and a change of location.
