Does changing the timescale lag everyone else? I recently noticed this with the v20 update.

It seems 0.6 through 0.9 causes large amounts of lag, not sure about 0.2 through 0.4, but 0.5 seems stable

I tried 0.5 when we were filming and it almost crashed the server.

Its a problem with Windows 7
Re-install windows to fix.
