yes, but the first paragraph implies that you can get stuff from exp or cheat and buy stuff

Yes.
Up until now you did pew pew to stuff and then got weapons.
Now stupid richcunts can but weapons without doing pewpew, giving them access to all the good guns before ever shooting a single bullet.
