Team Fortress 2 hats are available if you own Team Fortress 2, you have to go to the browse tab and click the [+] to the left of the Team Fortress 2 folder, or if you're talking about the Beta, you have to go to Game Props then go to the tf2 folder
Then go to the models > player > items directory
