Is this guy a hacker?

I went into a game, and after a while, I meet this guy named "Blades" (Thats his name, please go and make his time on blockland extremely horrible.). This guy made me say inappropriate stuff, when I wasn't actually doing so. He was. He said he was using VCE. Is this guy a hacker?

Nope. He said he used VCE.
