Oh well cool nobot, looks very diffrent.
some ideas you probably won't use:
* A balanced weapon system
* more vehicles
* Have a news team, the reason for this is so they can give information in-game for people that don't use the forums
* Were you can hack a police computer and clear your bounty/wanted crimes
* were if someone logs out of CityRPG server their vehicles disapear and reapear with them.
will think of more.

ok i've quickly read over the OP.
sounds like your adding a bunch of features
but your not fixing the main problems in CityRPG.
