That does not satisfy the criteria for a constitution. It's not how constitutions work at all.
"Amendment" means change or addition to the original text of the constitution. A constitution itself is a legal document which sets out to regulate the inner workings of a state and also outlines the rights of the citizens.
You better study some more constitutional law before setting out making up one :/

Well I can't call it "rules" cause it's not only in-game rules.
It's just pretend :/, get over the whole "amendment" stuff.
