Unzip the entire mod into a directory then search for the police brick.

Find the function that gets the wanted list

Find where said function is defined

Check for variables set (%client.iswanted, for example)

Set said variables when /grantdemerits is called.

Above is the command and below will be the function of getting the wanted list.
