Why is the cache.db so important?

The cache makes your load faster when connecting to servers. It doesn't slow down the game, where did you get that from?

I deleted the cache.db once and the launcher had to download around 1000 files.

Incorrect, it stores all the downloaded files in it before verifying the HDD contents against it.
