Operation Arrowhead includes the content from the PMC and the British air forces DLCs but all of the stuff has blurry textures and the campaigns are not included. They are not really important DLCs.
You should really buy Operation arrowhead as it has lots of good content , is less buggy, 3 new better working maps and adds things like better vehicle HUDs and Backpacks.
A bunch of good mods base on Operation Arrowhead and Arma 2 , too.

Is OA a seperate game from vanilla Arma 2? Or do I need to buy vanilla first?

Buy combined ops, you can play both games together(meaning you can play arma 2 while playing OA). With combined ops you get Arma 2 + Operation Arrowhead. Arma 2's mission can be played online with 4 people(basically coop), nonmissions can be played with 64 people. You can play the missions online in Arrowhead, but you are thrown into different squads.
