Apocalyptic Chuck Norris Round House Kick Assisted Nuclear Fragmentaion Grenade Launcher.
In other words, its a Shard Gun that shoots 200-1,000 Frag grenades which explodes into 10-80 fragments which explode like nukes when they hit a vehicle or player or when their lifetime is met.
Best Case scenario: 2,000 nuclear explosions, some lag, not much.
Worst Case scenario: 80,000 nuclear explosions, Blue Screen of Death.

The FatMan itself is actually good and very evenly balanced.
It has a long delay between each shot, and a small explosion for what you think it'd be.

The rocket launcher explosion is small, but fast firing and has a slow rocket.

It's not a large "nuke", nor does it has to be anything close. It'd be a bit like the artillery beacon except a missile launcher made especially to destroy buildings.
