Well no I'm not sure there is when it comes to defining 'reading'. If you could at least identify the sounds of each letter, fair game, since you are taking in the information or 'retrieving' it. But looking at symbols is no more different than looking at a shape or even a picture.

No. He doesn't understand what it says nor the sound of each letter. Thats no more reading than looking at squiggly lines.
