That's called blinking.

Let me explain:

if the object - the SCP - is in your field of view it will not move, unless...
1) you are blinking
2) there is an object in-between you and the SCP e.g. a person or wall.
3) you have a non default field of view - if you have set your fov beyond the default 90 degrees of course it will move, this is to prevent cheating.
I didn't blink when it killed me. It teleports randomly if you're standing near it or watching it.

Blinking is now black if you have RTB or BLG..

I was using FOV 90 and my "blinking bar" was nowhere near full. I had SCP-173 fully visible on my screen and saw it teleport behind me and kill me.
