All of my released add-ons that aren't on RTB are on the forums and hosted on dropbox. I don't exactly get stuffloads of volume, but I doubt jes is either. |

Well hey look I provide a free service which does exactly this, so I guess that! Otherwise there are hundreds of free (albeit stuff) webhosts which will be fine for what you're trying to do. |

You also don't offer hosting individual text files. Please, correct me if I'm wrong. |
