If anything the people that should have to apologize are the ones that resize their images like 12+ times the original.

That stuff's obnoxious and it actually makes it more difficult to appreciate the pixel art and not a pile of squares.  Just resize it 2x or 3x and you're good.

at least not necessarily

my only qualm with that image is that it strikes me less as pixel art (as in, art made explicitly to be viewed through pixels) and more as just really low res art. like if you draw something with marker with the same technique as you would paint something with oils then it would look distinctly different then if you were to draw something with marker using marker techniques

a style mismatch i guess is the best way to put it
