sometimes it just depends on the type of pixel art (e.g. nitrome)
i'll just elaborate a bit, pixel art which requires a lot of detail (again, nitrome games) can work etter with a 1x scale. games that are meant to be 8/4-bit can get away with a 3-4x scale.

They're so good they make game out of 50x50 icons or whatever

You mixed pixel sizes.

You mixed pixel sizes.
That's because it's a screenshot from a game I was developing.
The stars were their own sprite and moved with time.
