says, "There seems to have been an error initializing or updating your transaction. Please wait a minute and try again or contact support for assistance."
contacted customer service at steam
got the same message saying it failed

Seriously, just wait a bit and try again. Try restarting steam or whatever.
Also IMO gotham city imposters isn't quite worth it. But that's just me
