i'm pretty sure the passive on the tear could be triggered every second or so, but then on the AA it was 3 per 3 seconds, so it could be all at once or spaced out

Yeah seems I didn't realize what you were talking about.
I noticed after I posted that, regardless of the cooldown on tear, it'll activate again on spell cast.
