Turrets should be used as a push or in a situation where people want to focus something that's not the turrets.
The rockets deal a considerably high amount of damage. Don't use them if a champion isn't close obviously.
The grenade is still useful even when slow. There's other slow moving attacks that people seem to be able to land just fine. Even if you don't get the stun off, you can still blind an entire team which usually stops the ADC. They are also useful for scouting bushes and over walls because they reveal, allowing you to hit a once hidden enemy with your op rockets.
Then there's the ult. Your grenades travel faster (you had a problem with speed), you shoot two more rockets, giving you the ability to hit the entire team as long as no minions are around, and your turrets also slow.

I will say I love playing heimerdinger but theres no reason to pick him over any other mid laner.

I had 5.6k, 4 kills, and the enemy turret before I died for the first time.
Oh and I also outdueled their warwick at one point. Admittedly he was low on mana at the end of the fight but I killed him and he didn't kill me.
