It was down for a bit, it's back now though.
I made a new account because I felt I was severly under-skilled for a lvl16, because I had played nothing but bot games.
I'm doing well with Nasus on this new account. And Garen, but Garen's simple.

All level 16s are under-skilled.
Half of the level 30s are under-skilled.
