It's obvious that the friction needed to keep the water from draining out of the seal would be far larger than the amount of buoyancy of the air in water. Done.

Helium is a non renewable resource and there are currently shortages of it all around the globe. You can't even buy a loving balloon in my town anymore they just give your one filled with air and propped up on a stick.
