ReturnToBlockland won't work.

My friend is encountering a problem where when they download RTB that they won't be able to see it or use it. They have the folders inside of the addons folder, but RTB won't open up onto their menu or anything.
They're running a Windows 7 Dell computer, with the newest update of Blockland, and the newest update of RTB.
We even reinstalled the whole game, apart from saves and screenshots. When installing Blockland, it didn't select Documents as it's directory so i changed that, if that would be any problem.
Anything is suppose to be working, but RTB just isn't working.
Blocki:
Place the .zip in MyDocuments/Blockland
Then start bL and press shift+tab
