No quote button on locked topics...?

Since there is no quote button, I tried to take an existing quote button and edit the topic and message ids
It did not work. It still told me that I cannot modify or post on locked topics.

Change topic to the one you're trying to post in. Change it back to the original message's topic when it comes up in the posting box.
