I know a really good RPG mod, I use it all the time and has every feature you ever want to have.  It takes a little time to get used to it, and it's fairly difficult to learn to use it well, but it far surpasses any other RPG mod made so far.

I believe it's called VCE, Variable Conditional Events.  The link is below.  You can also get extensions on the mod because the more, the merrier.

Have you tried the command '/help'?  I think that was the main command that leads you to everything.  If not, then type in '/job list' because if this command doesn't work, then an error message appears, guiding you to the right spot.

It's probably just a broken copy. I have come across a few that just don't work. I know of a working one, though.

Depending on which version of the mod you have, you may need to run it on a dedicated server.  Try that first, and remember you can't have any other gamemode's enabled while running CityRPG.
