Grand Theft Auto 1? Sounds like it. Grand Theft Auto was released in 1997 (1998 in the US). I also had the PC demo for it.

This one hovercar game. You did like missions and stuff for people. Came out around 1998-2002.

No. It was more like a sandbox game (think GTA just with flying cars.) I think I found it, anyway.

Also, there was another game I downloaded the demo of years ago. It was a game where you raced what looked like Volkswagen cars. The demo map started in a green valley and then went up into the snowy mountains. I remember a song playing that had "floating on cloud nine" in it. Also, it's not GTI racing. That's the game most people come up with when I describe it to them.
