Oh okay. It's been a while since I played, I just read up on it.
In that case the only other reason I can think of would be system requirements. Source is pretty outdated and they are waiting for something that would aid the production of the game.

this is exactly what valve wants. everyone to forget about hl3 then boom
next day its on steam without any announcment
