I don't think so.  I'm pretty sure Greek2Me's Slayer add-on prevents < from turning red.
I've never used Slayer and typing < before my messages always results in red text.

Nope. When this breaks the TML, it uses the last <color:ff00ff> thing in the chat string. Slayer changes that color depending on your team, so the same thing will happen, just with different colors depending on your team.

So basically it prevents < from turning red in most cases.
Try typing a message with < before it in a Slayer mini-game (not teamchat).

Where are you getting this information from?  I've already said Slayer prevents < messages from turning red.  I just tested this on my server and it does it even when you are outside of a mini-game.  If you're not running Slayer and still experiencing < not turning text red in the chat, it's probably due to a different add-on.

I always thought it was because
<3 makes a heart and hearts are naturally red.
