Using actual money is only so you can get stuff faster, or get new skins, voices, etc.

Is it like the BF3 premium thing? Where you can unlock the stuff at a certain level, or you can choose to pay to unlock it right away?

I don't think so, here's how buying stuff in T:A works
You earn experience from matches, and can use experience to unlock more guns, or upgrade your current one (for some reason it's a one-shot get everything sort of deal). However, using the guns allows them to progress through the upgrades anyways, so that's a really stuff idea. Anyways, you can also buy gold, which you can then use to buy weapons instead of using experience (gold unlocks things really fast compared to experience, as if you suck at the game it could take a while to get more than 40000 experience) Cosmetic and non-equipment ("equipment" in this case referring to weapons, armor, etc. Anything affecting your character in non-cosmetic ways) are generally gold only. There is no level limitation for the crap you can get, most of the useful stuff is mostly experience. However, there are certain packs which give you items, but I don't think they're any better than the stuff you start with.

that's not what Premium gives you
it gives you extra stuff, and early access to DLC
there are things you can buy to unlock things early, but that isn't what Premium is for
