Steam Megathread - Sales for all

I can't access the steam client in game (shift+tab), not sure why. I've restarted Steam, the game, and my PC multiple times and it still won't work. Anyone know how to fix it?

CoD: Black Ops II, I think just Multiplayer does this. All of my friends say that theirs works, so I'm confusedddddddddddddd
