I'm guessing because everytime it goes down, I restart, and the store page has a new background thing

You know what's nice? When Steam forgets up, and then your actual internet forgets up, and you can't tell if it is you or Steam which is blowing stuff up for one reason or another. Eventually, you realize your internet isn't loving up from Steam trying to reconnect - it is you.
