apparently when I asked my friend about the creepy horse head mask thing that's all over the internet she said it came from some weird Japanese site starting with the letter F

any ideas what site it could be? :S

it's definitely not a Japanese site that started the fad

but an anime that featured a child enthusiast that wore one to spy on children
