Trade is a major feature and the previous games needed a subscription to play in the first place.
It also makes sense that both players would need it. Otherwise you could just have one friend get premium and transfer the items between their friends.

I didn't know they made a second PSO. I'm tempted to get this although no translation patch makes those UIs very intimidating. But still, so excite!

Trading between players is a fundamental feature of MMORPGs, it is the core of a healthy economy.
Making money off your companies hard work is all well and good, especially with a game as enjoyable as this, but only letting paying members use a core feature in a f2p game with micro-transactions is just too much
