Tips for getting rid of scratch rings on discs?

I got this free copy of Black Ops from a friend and it has 2 perfect rings in it. Do you guys know of any DIY tips to remove scratches?
I heard using a rotary tool with a buffer attachment works but that seems like it would make it a lot worse.

I think I'm just going to call my local gamestop or blockbuster and see if they have a resurfacing disc machine

when you do something stupid with the Xbox and this happens, there's nothing to be done besides buying another copy

I did this to Halo:Reach a year ago.
It still works to today.

My Xbox reads it as a DVD

I called gamestop and the first guy immediately hung up on me. The other guy was a lot more patient.
These 2 gamestops are literally right next to each other.
