So after I delete someone useing this command:

findclientbyname(someone).player.delete();

Can they ever rejoin and play the game again? I mean, can they ever rejoin and play on MY SERVER again? If so how can I do this?

All that does is delete the client's player object.

They can still play the game. If they are admin, they can just press F7 and get a new player object. They can rejoin and get a new one if they are not or they can make a minigame.
