[v21] I'd like to see custom decals without having to download them

On a serious note, the host can temporary download the decals and approve or disapprove some. You know?
E.g.
Logs on blockland with snake Shirt
Me: Ohai!
Console: The host disproves of your torso decal. Please change it.
Me: No! That was my snake!
