[v21] I'd like to see custom decals without having to download them

Every single Sandbox game except for ours has this feature, and it kinda makes me sad that we don't :P

I'm pretty sure each individual client would have to download the decals from the server. Unless Badspot wants to make a cache of all the approved decals and put them into some kind of universal system. Like roblox. :cookieMonster:

The universal system seems like a good idea to be honest.

But it has its flaws, like what if the Universal System's Downloading Server is offline, everyone is stuck as a normal Blockhead.
