It says under the requirements:
"Additional Info: Initial installation requires one-time internet connection for Steam authentication"
Generally, if they say that, it's a good bet that it's a Steam-redeemable game. I bought Just Cause 2 on Amazon.com, it said "PC Download" and it was redeemed on Steam.
