Hi, I am starting to learn TGE but need to download either Torque 3D or 2D. I obviously want to pick the one Blockland is run off of but have seen that the website has been strangely messed up.. Does anyone know where I can buy a membership for the engine BL is run off? I'm kind of confused of which to pick.....

You don't need to buy either of those to make add-ons.
