Flags won't spawn in CTF Slayer?

I placed a flag brick on the ground and I started up the slayer server. The player spawns worked but the flags did not spawn.

Did you use the correct color?

Color of player spawn must equal the color of the team and color of the flag spawn.

Swat 3:
Make sure the teams slayer bricks have the same color corresponding to the team color.
