Let me break down your options.
1. You'll have a dumber workforce, and a lot of people WON'T succeed. Higher level jobs won't have smart people.
2. Depending on how much you tax them, you should be fine, but you're way more of a fascist/capitalist country, so it's not like you're providing them with everything they need in a consumerist state.
3. Look, this is the best option, but you have to think about if your country can support a change of funding like that.
Think about it.
ALSO forget YES I just got asked the "hey let's allocate money" question. I put more money into education.
